6BTA5.9M2 Over fuelled - intermittant

I have purchased a 36 Riveria with twin 6BTA5.9M2 300HP. Both engines have been rebuilt by cummins 200 hrs ago at previous owners expense. One engine upon reaching 2100 rpm will sometimes blow black smoke and not rev past this point - over fuelled. I can then pull back on the throttle to about 1800rpm and accelerate again - this will either rev out as it should, or I may have to repeat the process 2 to 3 times before it will run properly. It appears to be at the rev range when the turbos start to wind up and kick in. Both engines are fed from the same tank with independant racoor fuel filters prior to cummins fuel filters. All filters and lines new.
Any ideas?
