5.7gi throttle cable adjustment

Both my throttle positions are off. I have the manuals but havent dug into it yet. The problem Im having is that when I move a throttle fwd or reverse, nothing happens at first, as I increase throttle more it finally catches but at the throttle position Im asking for. So Im getting too much power in either direction too late. Makes pulling out of a dock and parking almost impossible. Cant control the boat with these throttles. So before I dig in has anyone done this before and what kind of got cha's am I heading for?

Thanks in advance for any help you may have. The port engine is much worse than the stbd but both are off.

Could your carbs be a bit dirty? There may be some sort of restriction at low fuel volume, but when enough pressure builds up; it could all come out at once.
