Volvo Penta 570A Power Steering Issue

Volvo Penta 570A - When the steering is turned the power steering pump stalls and causes the water circulation pump to slow while making the belts scream.

Can anyone suggest what could be causing the power steering pump to stall? Fluid level is ok and once the initial stall is overcome sterndrive does respond.
 
Disconnect the steering system from the spindle arm and see if the drive turns Port/Stbd freely.
The power steering is an "assist" only system.
If the drive steering is too restrictive, the assist (via the slave valve and hydraulics), is requiring greater pump pressure than what would be considered normal.
 
How about the belt tension itself?

Condition of belt? Pulleys aligned etc.??

Oil/grease on belt?

How is fluid?

Bearings ok on water pump/ power steering pump?

(remove belt and check for play)
