25"transom

A jack plate woun't help a 20" motor on a 25" transon, if it were the other way around you could use a jack plate to lift a 25" motor on a 20" transom.

What type of motor do you have? They made extension kits for some motors to convert a 20" motor to a 25" motor.

EDit: You could also cut the transom down to fit your motor.

Long time ago I used an 'inverted' lift to run 20" engines on my 25" Boston Whaler transom.
Just watch out when tilting the engine!
 
You could mount a jack a little lower on the transom, the problem you encounter unless the setback is extreme is that you can't tilt the motor.

You could go a little more radical with a product like an "armstrong bracket" (try a websearch), but the cost of going that route could well exceed the cost of converting yours to a 25" model (there is a few aftermarket places that have "kits" - in this horsepower class they run 700-1000 bucks)...
