I have a 1997 Mercury 40hp 2 stroke 4 cyl that had a bad regulator and burned up the warning buzzer modulator. I had them both of them replaced and I made it around my lake for about 20 min when the RPM dropped from 5600 to about 3000. And now it won't idle right and won't go over 3000. The Carbs are rebuilt the fuel pump is rebuilt, new filter, I don't think it's a fuel problem. Any Idea's
