1995 volvo penta 3.0 running hot

I have a 95 volvo penta 3.0 it was rebuilt compression is fine brand new impeller brand new thermostat and circulation pump not leaking when idling will not run hot when moving tempature steady climbs and runs hot put in neutral temparature starts decreasing.Is there a impeller or anything in the lower unit i can check or am i overlooking anything else i can check.

There is no impeller in the lower unit.

Amongst other things, you could have a source of air ingress in the suction side of the raw water pump, choked water intake grids on the outdrive, or a choked exhaust manifold on the raw water side.
