2.3 overheating

I just had my outdrive rebuilt (bearings and seals and waterpump impeller) after installing the outdrive the engine overheats. I checked the water flow from the outdriveand not much maybe 2-3 inches. I checked the impeller and its new and is turning. I checked for blockages at the hoses, and the thermostat was tested. The risor was not blocked nor the manifold.I'm thinking the problem is in the new impeller ,Is there a way to tell if this is the problem?Also, the manual shows the water supply comes up from the outdrive ,should it go to the inside pipe of the thermostat housing or outside (one side gos to the thermostat and the other goes to the intake manifold. Thanks for any info Kevin

The transom hose goes to the outside. See attached photo of mine.
