mercury optimax problem 2004 225 hp

I have a 2004 225 mercury optimax engine. On the oil tank on the engine half has oil and the other half with the sensor doesn't. What could be wrong?. Thanks.

I checked the other engine and it doesn't have oil on the sensor side either. So, I guess it's not supposed to. The engine lost power suddenly at 3500rpm's. Engine alarm did come on when I reved the engine but it ran normal temperature. Any suggestions? Anything I can check?
