trim tab pump

the ram is the things that move the tabs up and down what im calling "pistons" or is it the motor that pushes the fluid? If its the pistons how har do you think they are to change in the water?
 
Piston is attached to the bottom of the rod(moves up and down and is attached to trim tab) inside the cylinder(larger diameter round black part). If water is getting in I would think that the seals around the rod are bad but since it I believe that trim tab cylinders are single acting(oil enters only one side of the cylinder) if water is getting all the way to the trim tab pump then the piston seals are also bad...
