Loud motor 1983 140hp

I have a 1983 140 2 stroke evinrude, this is the first outboard that I have owned. It is loud and someone told me there should be some sort of insulation in the cover, there is none in mine. If this is correct where would I get this?

The insulation is actually foam rubber which can be found in most fabric shops. Ask a fellow boater to show you the inside of their hood for reference.
