1990 150 HP Evanrude

I have a 90 model evanrude xp 150 at 3/4 throtle or more it runs fine. Anything less than that it seems to be slugish. It also smokes when idoling and does not like to run very well or very long. I have some experince working on vehicles, but not on boats. At low throtle speed it seems to be flooding to me.Can anyone conferm my thoughts or am I wrong? Etherway can someone let me know what you think the problem might be and what I can do about it?

it sounds like to me it could be a needle valve is sticking ,or a bad float in the carbs just an idea you should pull the plugs and see if they all look the same , you can tell if cylnders are running rich or not . just my 2 cents maybe only one cent.lol

thank for the reply frogman i have already pulled the plugs and looked at them when i couldn't get it started they all looked the same,but i'll look at them again right after i have had it running thank again for the advice
