Default 1952 7.5 HP Elgin outboard

How do I remove the leg? Dirt daubbers (wasp-like insects that don't sting) have plugged the driveshaft lower coupling so that I can't reinstall the foot. [motor was stored for 30 years with the foot removed]

When I installed a new set of rings more than 40 years ago, I removed the power head. I can't remember how I did it. My best guess is to remove the screws on the casting atop the leg. Am I on the right track?

Here is a photo of the lower casting. The screws that I think need to be removed are those in a vertical position with the screw treads down.
