rpm high but not a lot of speed 1999 4.3

Hello I was wondering if any one could give me some advice. I have a 1999 mercruiser 4.3 litre the boat had a few problems before I took it out on the water. The boat idles at about 1000rpm but when I put it in gear theres is a lot of revs on the engine for example the rpm would be 3000rpm but i would only be going 20 to 25 mph the boat ran fine last year.

Its a chapparral 1830ss the problem is im getting lots of revs but no speed last year there was speed to got along with the high rpm.
