1989 28 hp evinrude spl

I just got this motor and had to replace some fuel hoses that were dry. It did run a bit rough prior to doing this spitting and caughing but could get wot under load , but wasnt happy with the way it was running. I noticed at wot it would run better if i held the electric primer in. I made some adjustments and it now runs really well no caughing or any thing and will come out of the hole perfect. but then within about 30 sec. it bogs down and stalls. I have tried removing the fuel cap and sqeezing the prime bulb to see if it was the fuel pump and no change. also if it runs to long at idle i get a high temp alarm even though i have a good stream of water. Im not sure what to do from here.

Could simply be a faulty thermostat, however when purchasing a engine it's always a good idea to drop the lower unit and install a new water pump assembly for peace of mind if for no other reason.
