Prop does not spin

It "shifts" or actually "goes" into gear.

If the pinion is connecting properly with the forward or reverse gears but the propshaft is not turning you either have a chewed pinion, chewed forward or reverse gear or you have stripped splines on the propshaft - all of those conditions are "bad".

You need to tear down the lower unit and get a look inside...
