99 gamefisher reverse problem

i have a 9.9 gamefisher and it

i have a 9.9 gamefisher and it does not go into reverse. Also i have to push the handle extra hard to get forward. does anyone know how to adjust this?

i saw a plate on the lower unit that looks like you can adjust the length of the shift rod. Maybe that is the adjustment?
 
What year is your motor. I think there is a slight adjustment under the plate you described, but it could be something in the LU(clutch-dog) causing this. We need more info.
