"I have a 1998 Mercury 150 Outboard. I completed a tune up which had to replace the spark plugs, thermostats, fuel filter, water separator filter and lower unit gear oil. During my last trip I noticed that the RPMs were high as soon as I started the motor. I took off and later couldn't switch gear to neutral due to the RPMs were stuck on 3,000. I forced the throttle to neutral and the motor RPM went high !!. I turned the motor off and started again. This time I went almost full throttle for a little bit and the RPMs got normal when I slowed back down. I did it again on my way back to the pier. The motor has now a high idle. The cables were inspected and are fine."

When changing the under the cowl fuel filter could you have accidentally moved the fuel hoses too close to the carburetor linkage and prevented the carbs from closing?
