Brown goop from exaust ports and she wont start

"We have a 1980 15 hp johnson

"We have a 1980 15 hp johnson 2 stroke outboard. We submerged it a while ago and got it running fine but now we're having problems. she's gotten harder and hardr to start and then one day she just wouldn't go. once running she ran fine, also we nticed she didn't have as much power as she used too. we took it off the boat to have a look at it and when we put in down on the ground, resting on the prop and back, brown goop began oozing of both the prop exasust and the top exaust. Much heavy out of the top. The bottom spark plug was also badly fouled.
We took the left plate off the block to have a look at what I believe is the intake and noticed lots of light brown build up in the lower piston. Both pistons are heavily carboned.
Any thoughts.

sounds like the interior walls

sounds like the interior walls in the jugs rusted up from being submerged in addition to that I wold suspect rust around the bearings
