Yamaha 70HP tilt mechanism stopped working

" I have a 70HP Yamaha about 10Y.O. with a tilt mechanism that has stopped working but the motor seems to be working. This is a 3cyl model and has always had a slow to respond tilt that has finally stopped responding.
Is there a repair kit for these or do I drop it off at the service people ?? I have rebuilt many car engines, gearboxes, etc so am mechanically minded, just never touched OBs before

The tilt use to whirr for 5-6 secs before moving when I first fitted it and it has slowly got worse each time until it now has stopped.

any ideas welcome

"John.... The Yamaha engine is not my line of expertise but have you checked the PTT fluid? The OMC units act like that if they have developed a slight leak and finally lost enough fluid to fail. If the Yamaha's are anything like the OMC PTT assys, the reservoir is filled with the unit in the extreme tilted up position.
