I bought a 175 oc

I bought a 175 ocean pro from a rebuilder in pa. they say it's a 1998 but the serial number is execd. "c d " at the end means 1986!
Could this mean that they used an old clamp bracket with this serial number? They claim that they never rebuild engines older than 1992 and assure me it's a 1998. So......... At this point I'm wondering how to even get an owners manual, let alone a wiring harness gauges etc..
I'm kinda freaking out about this and any input would be very appreciated
