i have a 1959 35 hp long shaft

i have a 1959 35 hp long shaft it is stuck in drive how do i go about fixing this please help any info is helpful
 
Remove the small inspection po

Remove the small inspection ports on the exhaust housing (half way down ) and see what happens to the shift rod when you move the lever.
 
By chance was the lower unit s

By chance was the lower unit serviced before it became stuck? (oil changed)
