Does not like to start in water

I have a 3.9 vovlo penta airco

I have a 3.9 vovlo penta aircooled and it does not like to start in water but out of water it will start first time and runs good. occasionly when it is warmed up it does not like to start either.

any ideas
 
mine was like that and i told

mine was like that and i told the mechanic
that my sparks were ok becouse i tested them
his answer was do you whant it to work or not
he then replaced the sparks set the float level again and turned the idle jet.
now it works all the time no more having to lift the leg and start it and then back into the water now
