Does not like to start in water

I take it that it starts fine

I take it that it starts fine on a stand the way you say it will not start in water.

Try tilting the trim on the motor so it is closer to the position the motor is when its on the stand if this is the case.
If the starting gets better the carburetor float adjustment could be off.
