"i have a 1990 mariner 75hp 3cyl,,can someone tell me where the fuel filter or filters is located, i cant find it inside the cover anywhere. is it located elsewhere.."
 
Some guy's toss the under-

Some guy's toss the under-hood one in favour of a decent in-line separator or paper element type of filter. These last longer and are cheaper to maintain.

Not sure if your's had one fitted to start off with.
