Removing lower unit

"I just bought a 1986 Fisher 1

"I just bought a 1986 Fisher 16'boat with a 20 hp johnson outboard. The boat has been sitting for a few years and I would like to replace the water pump. I've removed all of the lower unit bolts and nut, but the lower unit won't budge. It drops down maybe a 1/32 of an inch on the prop end but stay's tight on the other. Is there something in the upper unit that needs to be disconected? I've looked for day's but can see nothing."
 
I would check the shifter link

I would check the shifter linkage under the carbs if your model has it like my johnson does.

if so its a single bolt to remove a bit tricky but a extention and a swivel and your in.

I don't have anything that new but did you free the shift rod? Is there a small elliptical plate on the side of the housing above the lower unit bolts? If so remove the plate to expose the gear shift coupling. Remove one bolt and it may well drop free.
