"I am trying to help a friend with his evinrude.
it is a 2000 70hp 4 stroke, has 38 psi on the fuel, 12 volts to the coils, 12 volts to the fuel injectors, it will start breifly, the voltage is present to the ECU both during start and key in the "on" position. We have a diag software that he got from an evinrude dealer, no cable, unless we can find another cable he is going to order one from a dealer. any suggestoins on a cable or what might be wrong?

Cable is a 'dealer only' item.
You may be lucky to find one at e-Bay.
Same cable goes for the Ficht's and E-tech.

I do not have the part numbers, but you may use any diagnostic from 2000 and newer.
Preferably a comp with WIN 98/XP. Remember to disable firewall and all security software as they may interfere."
