"I just started leaking lower unit oil, and it looks like there's water in it. Should I start with the outermost seal and see what happens, or go farther into the lower unit?"

"Need To Drain Oil, And Then Presure Check L/U To See Where is Leaking And Replace The Seal or Just Total Reseal The L/U But You Still Needs to Hold 15 lbs
