Johnson GT 150 1987 fuel bulb wont get hard

Notice the fuel bulb wont get

Notice the fuel bulb wont get hard when I primer it to start the engine is a VRO system. And its a new bulb.

Is this normal?

"nope...u r either leaking ful,in the eng fuel system,.or u have a cheap,bad primer bulb,..but,most likely,the 'arrow' is not pointing 'up'....i see bay boats all the time,tank under console,fuel line comes out and straight down,under floor....the ck valves,cannot wk properly in this position,..however,...may wk.."

"As JWB states, hold the bulb in a upright position, then pump/prime it. If it gets hard in that position, it's functioning properly."
