Can't get throtle to go to

Can't get throtle to go to neutral and give more rpms button will not release and causes hard starting} any suggestions?

"I have a 1985 Merc control with similar problems, Merc makes a "throttle only" kit with some new parts to replace the old worn ones. Under $20? It is a really bugger to put it back together correctly, springs, gears, ball bearings, bushings, levers, clips, etc. Take lots of pictures and notes.
