my outboard will only operate

my outboard will only operate in low speed. If I raise the throttle it just kicks in neutral. What could cause this?
 
Sounds like lower unit clutch

Sounds like lower unit clutch dogs are shot. There was also a brass yoke down there about the size of a dime. If the cable was over adjusted- that would wear out too. Once they start jumping out of gear- your pretty much done .
