"i just bought a boat and trai

"i just bought a boat and trailer and want to get
on the lake a.s.a.p.
the motor is a 1976 evinrude 9.9 h.p.
the guy started it up for me, and it ran good.
my dilema is, my nephew towed it to his house and
put muffs on it, and no water came out the pee hole. i called the guy i bought it from (a friend)
and he said the motor has to be submerged in water. he told me he spent 150.00 for a water pump, that he didn't need, thinking like i did.
could this be the truth?? please help."

Yes it is likely the truth. Put it in a garbage can and run it to be absolutely sure.
Sometimes the muffs add air/turbulence/low pressure and the pump will not work nearly as efficiently as when it is submerged. It is designed to work submerged.

"Well, don't jump to conclusions just yet. I simply suggest trying it in a garbage can first...

One thing tho, I have completely quit using muffs on my engines because the results were so inconsistent.

Submerging the foot in water deeper than the level of the waterpump will tell you for sure if it is pumping."
