"Maybe, looking where to find a trim / tilt motor for an early 90's 40hp VRO. Right now it will go down, but the only way it will go up is to hit the switch then power up in reverse, but that only gets it to the water level. Is this just low fluid?"

"Could be low on fluid, that is definatly the first thing to check. Then you may want to look for an Electric Motor Rebuild shop, pool motors, altenators, starters.. etc.. they can usually do them. could have a bad brush or 2 .."
