I NEED TO CHANGE THE O-RING ON THE RAW WATER PICK-UP TUBE. WHAT IS THE BEST WAY TO DO THIS?

If you are talking about the lower unit pivot tube O-ring, then the lower unit needs to be removed. There will be five O-rings involved.

If you are speaking of the water neck gasket (of which is a beaded type gasket.... looks like a gasket impregnated with an O-ring) then this is best done with the transmission off and out of your way while you do a few other things as well. (bellows, etc.)

If you have suction issues, it would be best if you do the whole enchiladas...... Water neck, S hose connection and Pivot tube O-ring and the rest while in there.
