I hve twin AQ131s Starboard Engine runs fine but I will not get above 4000 rpms when under way.I replaced the fuel filter same problem

"Have you checked the fuel strainer inside the carb? Also, check the throttle cable adjustment. If the control lever reaches 100% and the carb butterfly is not fully open, the engine will not reach the WOT RPM."
