Getting Mercury 40 out of moth balls

"I have (I think) a 1983 Mercury 40 (ser # 9308117) on a 14 ft Starcraft aluminum boat. I used it for a week every summer from 1983 - 2002, but it has been sitting under a tarp until today. I've repaired hoses and wires (the mice got in it), changed the gear lube, have a new fully charged battery and fresh gas. The electric starter just clicks, buzzes, and smokes a little. Do I need a new starter or brushes? Please advise."

"Hi Greg,sounds like one of the brushes has stuck in its holder.would recomend getting it a]checked over by an auto electrical shop ,or b]pull it apart yourself ,and clean up brushes and holders,etc and c if it works.also make sure bushes are lubed,and armature spins freely when end caps are tightened down"
 
He is saying that a water pump

He is saying that a water pump setting for a long time is bad for them. They can dry rot.
