My friends boat shorted out bo

My friends boat shorted out both trim control relays on his 1996 Volvo Penta DP-S outdrives. New price is over $220!! They are the solid block assembly with two relays covered and filled with potting material and a 10 amp breaker button on top. Can't I just fabricate a relay assembly to replace this? Any suggestions? Please advise - thanks - David
