Yamaha 2000 cv40 misfiring

i have a Yamaha 2000 model cv4

i have a Yamaha 2000 model cv40 Two stroke.Only at full throttle it starts to cut in and out. I have replaced the spark plungs but still experiencing same problem.
 
If the motor doesnt cut in and

If the motor doesnt cut in and out just off full throttle but does at full throttle it is hitting the rev limiter and you need to go up a prop size
