"We have a 2002 Mercury Outboa

"We have a 2002 Mercury Outboard 40-hp efi and at anything higher than idle we get the beep beep beep (3beeps). The manual just says engine trouble. The telltale is spitting out water, and oil levels are good. Any troubleshooting ideas?"
