20 HP Merc makes Whistle noise

"Sometimes when I power down m

"Sometimes when I power down my late 80's 20 HP Merc it starts to choke for power and then makes a loud whistle noise (best I can describe it)for 1/2 a second. I turn the idle up and its fine, but it tends to choke for power fairly regularly. Any ideas on what could be causing this?
New gas, new oil, spark plugs are fine....."

"Also check the bolts on the transfer plate, right side off engine. I had one back out on me, took me a bit to find it. You can spray the engine with carb cleaner or wd-40 and listen for a change in idle, thats where the leak is."
