"I have 2 locks that are on the bolts, over the nuts, that go thru the transon holding my 200 yam in place ,bought the boat used and want to remove these locks,they look like SS cylinders and haye a pat.# on them thats it, please any help,before i put a grinder to them,will take a pic of them if it helps,thanks Chris"
 
there are many different manuf

there are many different manufacturers of those. the easiest thing to do is take the grinder to them. i doubt you will ever find a key to fit them.
 
by key i mean socket for the l

by key i mean socket for the lock. similar to a wheel lock on a car. look at the bolt from directly behind the boat. you will notice a pattern inside the sleeve you have described. there is a socket or kry cut especially for that lock. sometimes dealers have a master set to fit them
