Should the pee hole be shootin

Should the pee hole be shooting out water when the boat is just in idle? I had it hooked up to the hose and also I lowered it into a large tub of water and no water coming out the hole?? But there is water coming out the exhaust??

"You got bugs. Mud daubbers love to nest in pee holes. Next time your runnig it, poke a small drill or wire up the pee hole till it starts going."
