"Try to ad a ground from the cyl block to under the flywheel. Thats what someone did to my new west bend 20 hp year unknown? Anyway,it was missing the flywheel key and was thrownig it off timing. I went to reibies and got a bunch of sizes of woodruff flywheel keys and shaved one to fit. Put it back together and it runs great."
