"The unit is full of fluid. The manual release is closed. I even pulled it out to make sure it was not damaged. Pump works fine, plenty of pressure. If I understand correctly there are two check valves. One in one of the lift cylinders and one in the pump body itself. My thought is that if the lift is fading through both the tilt and the trim sections the check valve in the pump body is the culprit. Waht do you think?"
