If that's a dual pocket pump, no! The water coming out of the pump has to go somewhere. Unlike normal circulating pump arrangements, this is a positive pressure pump that can not be "backed up" against a closed off flow.

A few suggestions:

1. IF that is a dual pocket pump setup, be sure the line running back to the pump is clear.

2. Check for any air leaks going to the pump, like from a strainer cover, leaking sea cock valve, loose hose connection, etc. ANY air coming will cause all kinds of problems.
