50 HP Johnson 1988 No Spark

Posted this problem before and

Posted this problem before and all indications showed that it was most probably the power pack. Got a new power pack but still same problem. No spark.
Voltage from Powerpack to coils starts at 3V.

What are the odds that both coils are dead?
Any ides where to troubleshoot?
 
"You need a peak reading voltm

"You need a peak reading voltmeter to get it properly measured.
Into the PP it is AC, out from the PP it is DC.
Start by doing an OHM test of the charge coil, then an output test while cranking. Output from charge coil should read about 230 as well.
Be sure to disconnect the black/yellow stop wire from PP when testing."
