"I have a 1989 Johnson 28 spl.I'm tuning up the motor and my manual says that the control lever (Throttle lever) can be pulled out 1/4" so you can throttle in neutral.I've pulled like the dickens,even used a pry bar,(with not too much force) and I can't get it to pull out.Could it be that I just don't have this feature,or is something locked up?Thanks."
