Starter problem

I have a 82 35hp johnson outbo

I have a 82 35hp johnson outboard and just put a new starter and starter solonoid on and the starter will not spin fast enough to engage the flywheel

"are you sure the battery is fully charged,clean all connections,should not have a problem with all new parts"
