50hp mercury 1992 losing power

bought motor and runs fine but

bought motor and runs fine but occassionally when running it loses power i checked no 1 spark plug its oiled up and black and when i clean it it goes fine for a while and keeps on repeating

"I would check the compression just to be sure all is fine, then decarb the motor and have the carbs adjusted. Sounds like it's running a little rich..."
