Also When in a tank, water comes out from behind it, is this supposed to happen?

"This is lower engine mount, It absorb vibrations from the engine and keep it off the transom and hull, You can remove the inspection plate to get a good view of it, If you run your boat in salt water this is the number one area for corrosion. I flush this area on my motor with soap water every time I take my Boat out.
Not sure about the water issue you mentioned hopefully its not corrode through the housing. Removing the plate will help"
