Little power at prop

I have a 15hp johnson and when

I have a 15hp johnson and when I put more than 1/4 power forward the prop will not put the power in the water. Engine runs and starts perfectly otherwise. Engine speeds up rpm wise but boat does not have power at prop to plane.

Shift into forward, 'lock' the flywheel and try to turn the prop anti-clock wise.
Another option is that the bottom is fouled."
